Emergency Operations Plan

The Cabarrus County Emergency Operation Plan (EOP) is a guide for County:

  • disaster preparedness
  • response
  • recovery
  • mitigation operations

The EOP consists of the basic plan and 18 functional annexes. These annexes define responsibilities and actions of County government personnel during emergency situations. 

Each response agency has a specific mission. By defining this mission we reduce confusion and conflict during emergency operations. The plan decreases the risk to the public and their property. The plan also considers planning and response activities related to:

  • children
  • those with functional needs
  • household pets and service animals

Emergency Operation Plans meets the requirements of the following:

  • Department of Homeland Security
  • State and local planning guidance
  • Legal responsibilities as identified in NC General Statutes, Chapter 166-A

This EOP contains all required elements. Elements to ensure Cabarrus County can fulfill its legal responsibilities for emergency preparedness.
