The Behavioral Health Department is a division of Cabarrus County’s Department of Health and Human Services. The department serves as a link to countywide behavioral health initiatives, including Cabarrus Health Alliance, Daymark Recovery Services, Partners Health Management and more.
The department is focused on training, coaching, removing barriers to care access, educating and empowering customers on behavioral health, trauma-informed and evidence-based interventions and screening and coordinating client care with providers.
The department also includes a Behavioral Health Navigator, which helps residents connect with community services they need.
Opening Doors to Wellness
The Behavioral Health Department will also help oversee development and operation of the planned Regional Behavioral Health Center. The 59,300-square-foot complex features a full continuum of care, including:
- Behavioral Health Urgent Care (BHUC)
- Child and Adolescent Psychiatric Residential Treatment Facility (PRTF)
- Facility-Based Crisis (FBC)
North Carolina-based Monarch will operate the facility and staff it with program directors, specialists, nurses, therapists, teachers, security, a chef and chef assistants.
Charlotte’s human experience serves as architect on the project, while Messer Construction is building the facility.
The center is slated to open in 2026.

The statewide Peer Warmline is staffed by Peer Support Specialists who offer non-clinical support and resources to those in crisis. These specialists are living in recovery with a mental illness and/or substance use disorder. They offer non-clinical support and resources and share a unique perspective through lived experience.
