The Heating and Air Repair and Replacement Program (HARRP) repairs or replaces non-functioning primary heating and air systems. The program is available to income-qualified County residents who are homeowners and renters. For rental units, the property owner must pay 50 percent of the repair or replacement costs, unless they are also income-eligible. Homes are only eligible to receive HARRP services once every 15 years.
To qualify for the Heating and Air Repair and Replacement Program, the gross household income must be at or below 200% of the Federal Poverty Guidelines.
Income eligibility for both the Weatherization Assistance Program and the Heating and Air Repair and Replacement Program (HARRP) is 200 percent of the poverty income threshold.
