Aalece Pugh is a licensed psychologist who obtained her doctorate, master of arts and bachelor of arts degrees in psychology from the University of Missouri-Columbia. Throughout her career, she has served in various leadership roles with Mecklenburg County, Atrium Health and Alliance Health.

Aalece joined Cabarrus County in 2023 as Behavioral Health Director, helping to oversee development of the regional Behavioral Health Center, monitor the County’s jail-based Stepping Up Program and collaborate with Partners Health Management. In her role as Assistant County Manager, she oversees Cabarrus County's Human Services programs, including Social Services, Behavioral Health, Veterans Services, Transportation and Emergency Medical Services, and she serves as liaison to the Cabarrus Health Alliance.
