Response Team Planning in the Emergency Center

Emergency Management helps protect lives and preserve property in Cabarrus County by preparing a plan of action to respond effectively and expeditiously to emergencies, disasters and hazards of all types, thereby preventing or mitigating the effects on people and property through the application of protective measures.

We employ the four phases of comprehensive emergency management, including mitigation, preparedness, response and recovery.

  • Dawn Gustafson transitioned to Emergency Management Planner II and completed Hazardous Material Operations Responder Level Certification
  • Supported coordinated regional emergency response efforts by participating in the McGuire Nuclear Exercise

Emergency Operations Plan

The Cabarrus County Emergency Operation Plan (EOP) is a guide for County disaster preparedness, response, recovery and mitigation operations. The EOP consists of the basic plan and 18 functional annexes. These annexes define responsibilities and actions of County government personnel during emergency situations.

Each response agency has a specific mission. By defining this mission we reduce confusion and conflict during emergency operations. The plan decreases the risk to the public and their property. The plan also considers planning and response activities related to:

  • children
  • those with functional needs
  • household pets and service animals

Emergency Operation Plans meets the requirements of the following:

  • Department of Homeland Security,
  • State and local planning guidance
  • Legal responsibilities as identified in NC General Statutes, Chapter 166-A.

This EOP contains the required elements to ensure that Cabarrus County can fulfill its legal responsibilities for emergency preparedness.

Parts of the plan related to terrorism are not available to the public.

Hazard Mitigation Plan

Natural and manmade hazards are a part of the world around us. We can prevent disasters if we can reduce the impact of hazards on our built environment. Hazard mitigation is the concept and practice of reducing risks to people and property from known hazards.

The Cabarrus Stanly Union Regional Hazard Mitigation Plan was developed in accordance with current state and federal rules.  Regulations governing local hazard mitigation plans were adopted by each participating and local jurisdiction according to standard local procedures.
